Slain Teen's Brother Jailed On Charge Of Raping Her

The adoptive brother of a pregnant teenager was jailed late Monday night on charges of raping the teenager after police spent hours questioning him in connection with her shooting death at a school bus stop in Charlotte.

Police charged Royce Mitchell, 36, with the statutory rape of Tiffany Wright, 15. Mitchell's family adopted Wright.

Mitchell turned himself in on Monday afternoon after police issued a warrant for his arrest on the rape charge. Detectives accused Mitchell of raping Wright at his house in northwest Charlotte in July.

Sources told Eyewitness News that Mitchell is also believed to be the father of Wright's baby.

Mitchell has worked for the city's street maintenance department since August 2007. He is on federal probation for a drug conviction in New York for which he served five years in prison.

Wright's grandmother, Shirley Boston of Buffalo, N.Y., said the girl was born in the northeastern New York City, where her father also lives. Boston said Tuesday that Wright was placed in foster care after the girl's mother lost custody. Boston said she does not know how her granddaughter ended up in Charlotte.

Mitchell's wife and other family members were seen leaving the police station in uptown Charlotte a short time after he arrived with his lawyer. Mitchell has not been charged with murder.

Police said Wright was 32 weeks pregnant when she was shot in the head Monday morning on Mallard Creek Road between Sugar Creek Road and Harris Boulevard in north Charlotte as she waited for her school bus.

Doctors were able to deliver her baby, which was being treated at Carolinas Medical Center.

The child had been in critical condition Monday. A hospital spokeswoman declined to provide the baby's condition Tuesday morning.

Police said Wright’s foster mother had just walked her out to the bus stop and walked back home. The woman then heard at least three gunshots and went outside to find teen lying in the street just before 6 a.m.

“She was the only one at the bus stop at the time,” said Charlotte-Mecklenburg police Chief Rodney Monroe.

A few hours after the shooting, Monroe said detectives suspected the slaying was domestic related.

Early Monday, officers set up a perimeter around the neighborhood to search for the gunman after a witness reported seeing a car speeding away from the scene. Officers from a number of CMPD units were on the scene talking to residents, collecting evidence and following leads until about 11 a.m.

Neighbors said they’re upset by the violence.

“It’s really a shock to me because this is a pretty good neighborhood,” said Angela Thorpe.

“That’s terrible,” said Charles Alexander. “I didn’t even know. I just woke up and left the house and now I see all (these officers).”

Wright attended Hawthorne High School, a school with a special program for pregnant teens in Charlotte-Mecklenburg Schools. A CMS spokeswoman said extra counselors and psychiatrists were brought to the school Monday to help grieving teachers and students.

"It's been a rough day. Everyone was teary eyed. It was just a rough day," said Keyosha Buchanan, one of Wright's classmates.

The school only has a few hundred students, and Monday morning’s slaying comes only a month after another Hawthorne student was shot and killed in the street.

JaRon McGill, 19, was gunned down in early August. He attended Hawthorne last year. No arrests have been made in his death.

Students, overwhelmed by both deaths, are now talking about ways to memorialize their two classmates.

"People put up a 'Rest in Peace Tiffany and JaRon' sign in the cafeteria. People signed it," said student Antonio Harden.

"We want to have a memorial service for all the students who died at Hawthorne, like plant a tree for them or have a little place with all their names on it," said Markisha Moore.
