3rd Suspect Charged In Monroe DMV Shooting

MONROE, N.C.,None — Monroe police have charged a third suspect in a robbery and shooting outside of the NC License Plate Agency at the Bundy Square Mall on Roosevelt Boulevard.

Freda Brown, 37, was arrested Friday and charged with conspiracy to commit armed robbery.

Melvin Luckey, 33, and Otis Howie Jr., 25, were arrested last week in connection with the incident. They were charged with two counts of attempted first-degree murder, two counts of robbery with a dangerous weapon and one count of larceny of a firearm. Howie was also charged with one count of possession of a firearm by felon.

Crystal and Robbie Jordan, of Waxhaw, were robbed and shot multiple times in the parking lot in front of the store on Nov. 1. Robbie Jordan was treated for his injuries and released from the hospital, while Crystal Jordan remains in serious condition at Carolinas Medical Center.

Charlotte-Mecklenburg police also charged Luckey and Howie with two counts each of robbery with a dangerous weapon and two counts each of conspiracy to commit armed robbery in connection with robberies at two Charlotte DMV offices.

Luckey and Howie remain in the Union County Jail under a $1.5 million bond.

Brown was previously employed with the Charlotte DMV and has had a long-term relationship with Luckey, police said. Her bond has not been set.
