2 local men connected to Boy Scouts 'perversion files'

ALBEMARLE, N.C. — Two people from the area are connected to documents released about the Boy Scouts of America.

The files reveal scoutmasters accused of inappropriate contact with boys in their troops.

Letters accuse William Burr of making advances and exposing himself to young boys in a 1977 Albemarle troop.

Mark Bumgarner pleaded guilty to one charge of indecent liberties after being accused of rubbing the private parts in 1979 of two scouts in Lenoir.

"Child abuse thrives in secrecy, and secret systems are where it breeds, and these secrets are out," said attorney Kelly Clark.

Boy Scouts of America gave the following statement: "Where those involved in scouting failed to protect or worse inflicted harm on children, we extend our deepest apologies to the victims and their families."
