'Keeping order is not always easy': City leaders grapple with deadly police shooting

CHARLOTTE, N.C. — The Charlotte City Council continued to grapple Monday with an officer-involved shooting that left a man dead in the parking lot of the Burger King on Beatties Ford Road.

Officer Wende Kerl shot Danquirs Franklin after he ignored repeated requests to drop his gun, the police chief said.

“Keeping order is not always an easy thing,” Mayor Vi Lyles said Monday night, hours after the shooting. “Losing someone is really, really difficult.”

The shooting came up again at the end of the meeting and several city council members thanked CMPD for providing constant updates throughout the day.

Councilman Braxton Winston called for a review of how police handle a person who is in a similar situation. He said even if the shooting was justified, the city is not better off.

“Municipal government should not be in the business of killing people but that happened again,” Winston said.

His comments drew a sharp rebuke from Councilman Ed Driggs.

“I hope you make the same speech the next time someone is murdered in Charlotte because those lives matter too,” Driggs said.

The shooting was in Councilman Justin Harlow’s district. He stressed that no matter what circumstances were, it is important to remember there was a loss of life and a family is grieving.
