A developer wanted to build 231 apartments at the intersection of Westinghouse Boulevard and South Tryon Street.
Council members voted 9-1 against the proposal, citing concerns over environmental issues and decreasing the area's quality of living.
The developer pitched the project located near 12 industrial sites as affordable housing, but there was no deed restriction or guarantee.
