Memo outlines why drone strike used against US terrorist

CHARLOTTE, N.C. — A previously classified government memo outlines why America used drone strikes to kill a terrorist from Charlotte.
 
Samir Kahn was with Al-Qaeda leader Anwar Al-Awalaki in Yemen in 2011.
                       
The Obama administration said killing the United States citizens with drones was legal because there was no feasible way to arrest the terrorists.
                       
Kahn edited an online magazine used to recruit terrorists.
