Officers had closed all but one outbound lane of Independence Blvd. between Briar Creek and Albemarle Road after the crash just after 9 a.m.

The two cars involved -- a red Toyota RAV4 and a green Volvo -- were towed away just before noon.

Investigators said the driver of the SUV, Caw Kam, suddenly went across four lanes on Independence Boulevard and hit a car at the stop sign on Fugate Avenue.

Silje Grayston and her 1- and 3-year-old children were in that car. Grayston died at the scene.

Police arrested Kam and charged him with misdemeanor death by vehicle.

The children were taken to the hospital with injuries but their conditions haven't been released.
