Man shot by officers during Thanksgiving standoff arrested

ROCK HILL, S.C. — A Rock Hill man has been arrested after being discharged from the hospital weeks after he was shot by two police officers on Thanksgiving.

Officers said they had to shoot Jacob Patterson because he pointed a gun at them and then holed up in his house at 515 Hutchison St. during a standoff with a SWAT team.

"It was just a rough day here at Rock Hill PD," Capt. Mark Bollinger said.

The city's tight-knit police department is still reeling from the tense standoff that dragged on for hours during the holiday.

"The whole street was loaded from down there to down there to down there, with the cops and everybody," neighbor Katie Allen said.

Neighbors couldn't get back into their homes for hours while officers said they tried to de-escalate the dangerous situation by coaxing Patterson into surrendering.

He didn't give up, according to police, so when they finally busted into the house, two officers had to shoot him.

Officers told Channel 9 they were there to take Patterson to a mental health facility. His family told them he needed help, but he was threatening to hurt them.

"Our negotiators talked to him for over two hours," Bollinger said.

Bollinger told Channel 9 that the police department has had a lot of intensive mental health training over the past three to four years.

He said they see challenging mental health cases in the city every month. Most of the time, those cases don't end with a shooting because officers are able to get the person to help safely and quickly.

"He needs help, he really needs help. He really does," neighbor Katie Allen said.

Concerned neighbors said they hadn't noticed any violent behavior from Patterson before, so they hope doctors can figure out why this happened.

Officials said the two officers who discharged their weapons are Lt. Carlos Culbreath and Officer Christopher Rowe.

Both Culbreath and Rowe are on administrative leave following standard protocol, officials said.

Patterson was charged with five counts of pointing and presenting a firearm at officers.
