Police: Unsanitary home conditions lead to parents' arrest

ROCK HILL, S.C. - Rock Hill police arrested a couple after two children were living in a home with rotting food, cockroaches and electricity that was allegedly stolen, according to officers.
 
Police charged Dennis Tutterow and Jennifer Tutterow with two counts of unlawful conduct toward a child.
 
Officers said the odor of the rotting food was so bad that four of the cops became nauseous and had to leave the home.
 
The Tutterow's 12 and 9-year-old children are with the Department of Social Services.

Rock Hill police called it one of the most disgusting homes they'd ever stepped foot into.

"It's pretty bad when bugs and or cockroaches fall on your head and your uniform while you're doing your investigation," said Capt. Mark Bollinger with Rock Hill police.
