WASHINGTON, D.C. - About an hour ago, Russia's president signed a bill banning
Americans from adopting Russian children.
That means that some local
families' adoption plans may fall through.
The Sumwalts are from Matthews and already have two sons from Russia.
They planned to adopt another one next year.
Now, they are praying for all the children who may not be able to be adopted.
Experts think the new law is retaliation for human rights sanctions that President Barack Obama signed this month.
