ROCK HILL, S.C. - Sunday morning, the debate is on to decide whether to ban smoking on Winthrop University's Campus.
The university has more than a dozen designated areas for smokers, but now some students say others are violating campus rules by dropping cigarette butts on the ground and refusing to smoke in designated areas.
Currently campus police don't write tickets for violating policy.
Some students agree that writing tickets could be the change that the school needs.
