Woman arrested, charged in hit-and-run that killed bicyclist in Lancaster

LANCASTER, S.C. — A woman accused of hitting and killing a man on a bike Friday night in Lancaster has turned herself in, according to troopers.

Diane Kelley, 46, is charged with leaving the scene of a crash with death.

Troopers said she hit 42-year-old Richard Sims on Pageland Highway and took off. Sims was taken to the hospital, but died from his injuries.

Family members told Channel 9 that Sims was biking to a store up the road when he was hit.

The victim's brother, Mike Sims, sent Channel 9 reporter Greg Suskin a text message after she turned herself in saying, "Since Mrs.Kelley has no criminal record her bond was set at $50,000 surety, that's nothing really. Me and my family got closure fast thanks to Channel 9 and the SC state troopers. She will have her day in court, me and my family will try to put this tragedy behind us. What happened is something me and my family will never get over."
