"He went to a certain spot, stopped, and left all the dry rot the rest of the way up the chimney and disappeared," Kevin said.
He's talking about contractor Jim Spangler of "The House Doctor."
Kevin paid Spangler $675, which is half the cost of the job, when he pulled off after a few hours work
Spangler also left materials in the driveway. But before Spangler disappeared, he gave Kevin excuses for not doing the work on schedule.
Eventually Spangler stopped returning Kevin's phone calls and then changed his numbers and moved. In fact in the past seven years, Spangler's business has had at least 15 name and address changes.
But Kevin isn't the only victim. The Better Business Bureau has 36 other complaints against Jim Spangler all for the same thing.
In fact, he was convicted for defrauding consumers.
"We thought we were rid of Mr. Spangler. But no, he's back and he's back up to his old tricks of doing the same exact thing - taking money from people up front, sometimes thousands of dollars and not showing back up to complete the work," said Tom Bartholomy with the Better Business Bureau.
Spangler didn't return Action 9's phone calls. But we did find his yard sign at this home with the smell of fresh paint.
One neighbor who didn't want to be identified said Spangler took thousands of dollars from him and didn't finished the work.
Jim Spangler is due in court on October 15th to answer these current charges.
