CHARLOTTE, N.C. —
"If (officers) saw a gun, it's because he was running, trying to get it off him," said Ronald Winchester. "He ain't pulled out no gun on no police."
The Charlotte-Mecklenburg Police Department is investigating the officer-related shooting on Sylvania Avenue and has up to 45 days to complete the investigation before handing the case over to the Mecklenburg County District Attorney’s Office.
In the meantime, the Winchesters said they have hired an attorney and will ask the North Carolina State Bureau of Investigation to conduct its own investigation.
"(The police) are responsible and I know they're not going to do the right thing," Winchester said. "(The investigation) needs to be done from an outside source."
Jester, a 13-year veteran of the force, is on paid administrative leave for the duration of the investigation.
The Winchesters said they plan on holding a vigil for their son. They can’t make firm plans for his burial until his body is released from the medical examiner’s office.
