MONROE, N.C. —
A law named for a murdered Monroe teenager took effect in Maryland Monday.
Phylicia's Law is designed to improve how law enforcement and community groups work together when a child disappears.
The law also requires state officials to publish a list of missing children.
The law has been named for 16-year-old Phylicia Barnes, who was killed two years ago in Baltimore.
The trial for the suspect, Michael Johnson, is scheduled to begin in January.
