MONROE, N.C. —
Monroe City Council members voted to spend $50,000 for a local law firm to complete a study after the resignation of the city manager last year.
The reaction is mixed and the report paints an unflattering picture of the city council. It also explains why three city managers have felt forced to resign in the past 11 years.
