Cabarrus County Republican Larry Pittman wants to let almost anyone to carry a concealed weapon in North Carolina.
"Whether it's federal government, United Nations, whoever it might be, you have no right to take guns from law-abiding citizens," Pittman said.
Pittman's law bans concealed weapons only from certain government buildings, private property where guns are prohibited and schools. It also bans people from using them while using alcohol or drugs or when banned by a court order.
He wants to ban the state from obeying federal orders to override those rules.
"The states created the federal government, not the other way around, and the federal government needs to learn once again to be servants of the state and not our masters," Pittman said.
The law may say otherwise.
Fayetteville Democrat Rick Glazier is a constitutional law professor.
"It's patently unconstitutional," he said.
Glazier said the constitution makes it clear states can't refuse to follow federal laws they don't agree with.
