A Gastonia man is accused of being a serial flasher.
Stephan White is in custody at the Gaston County Jail.
Channel 9 spoke with one of the victims, whose identity the station is protecting.
She says she's not surprised he's accused of exposing himself to other women.
She told Channel 9 he was bold, unapologetic and incredibly creepy.
"Out of nowhere he came, and he approached us pretty fast," she said. "And he was just like what do you have going on tonight? Where do you live?"
The young mother was walking with another woman early Tuesday morning. She says the man was following them closely. When they tried to get him to go away it got worse.
"When we turned around, his private was out," she said. "He was exposed and touching his private."
They got away from him, and by the time police got to the neighborhood near Lyon and Southside Avenue, near a school, he was already gone. But investigators caught up to their suspect, 22-year-old White. The two young mothers say they're glad investigators nabbed him before he flashed anyone else, even a child.
"I mean if he's bold enough to approach someone grown, he's not going to think twice about approaching a kid about it."
And unfortunately, investigators agree with the victim. They don't think this is the first time he has done this. Channel 9 went through arrest warrants and court documents, and investigators believe a 13-year-old is among White's victims.
They say on July 31, White touched himself in front of the girl in the Walmart on Myrtle School Road.
"It's disgusting," Altha Dellinger said.
Walmart shoppers told Channel 9 they want White to get more than a slap on the wrist, especially since arrest warrants show he's accused of targeting another woman there just two weeks earlier.
He's facing three counts of indecent exposure plus indecent liberties with a child.
