SOUTH CAROLINA —

South Carolina is trying to explain why it chose one identity fraud company over others after the massive breach of residents' personal information on their tax returns.

Gov. Nikki Haley and the director of revenue have said they went straight to Experian for help and entered a $12 million no-bid contract with them.

Other revenue officials now claim they looked into two other companies before Experian.

Those companies said that's not true.

The companies are upset that officials said only Experian had the right expertise.
