Man charged with indecent exposure at 2 Rock Hill stores

ROCK HILL, S.C. — A Fort Mill man is back in jail, accused of exposing himself to customers at two Rock Hill stores. It's the same crime he was just released from prison for 10 days ago.

Terry Johnson was at Lebo's Shoe Store on North Cherry Road on Friday. He was with his girlfriend, who noticed 37-year-old Gregg Millner acting strangely.

"She made a comment that there was something not right about him," Johnson said.

According to police, Millner was following customers around the store while exposing and touching his privates.

Johnson noticed it too.

"As I looked across the aisle we made eye contact, and he looked like he was fondling himself," Johnson said.

Millner is a registered sex offender in South Carolina, who has two previous convictions for indecent exposure. Court records show he was released from York County's detention center on Dec. 20 on the same charge.

Eyewitnesses said when Millner left Lebo's Shoe Store he walked over to It's Fashion Metro in the same complex and began exposing himself there.

The clerk told police he was touching himself by the cash register for about 20 minutes while staring at her. He was arrested inside the store, and police also smelled alcohol on his breath.

Patricia Strother is a regular customer at It's Fashion Metro, and couldn't believe it when she heard what had happened there.

"It’s shocking on one hand, but kinda ordinary too because so much crazy stuff happens these days," she said.

Johnson was upset that he and his girlfriend had to see what they saw, but he felt sorry for the suspect too.

"Somebody like that doesn't need to be on the streets. It's just sad. He's got problems," he said.

Millner was still in jail Monday on a $200,000 bond.
