The male boxer-mix, no more than 4 years old, was found off of Turner Valley Road by the North Huntingdon municipal plant, authorities said.

"It's completely evil," said humane officer Dina Perri.

Perri was sent to the scene after someone called All But Forgotten animal rescue saying they made the disturbing discovery.

"There were some issues with the muzzle that looked like he tried to get away. There was a struggle," Perri said.

Police will be scouring the evidence left behind – a muzzle, distinct rope and a leather collar and leash – searching for fingerprints.

"Hopefully the public will recognize some of the pictures – the collar, the leash," Perri said.

Investigators also will be looking at security cameras on homes and businesses off of Turner Valley Road. CSX has agreed to turn its camera footage over.

Perri is certain someone saw or heard something.

"Anything, anything will help us," Perri said.

A necropsy will be performed on the dog as investigators look for more clues.

Perri told WPXI that they will be going for felony charges.
