2 children found handcuffed inside father’s vehicle outside Pennsylvania elementary school

WHITE OAK, Pa. — A Pennsylvania couple is facing multiple charges after two children were found handcuffed in the back seat of their father’s car outside a White Oak elementary school.

Investigators said they were called at around 1:30 p.m. Wednesday to Francis McClure Elementary School after school officials made the discovery when a third child, an 11-year-old, refused to get into his father’s vehicle, WPXI reported.

The restrained children are 7 and 10, the TV station reported.

Richard Hayes, 37, and his girlfriend, 26-year-old Natosha Bell, face charges that include aggravated assault and false imprisonment. Hayes was also found in possession of a loaded handgun, WPXI reported.

According to the TV station, all three children told investigators during forensic interviews that both Hayes and Bell abuse them, and “corroborating evidence” to support the children’s claims were found at Hayes home in Mount Oliver.
