CHARLOTTE, N.C. — One by-product of Charlotte's shortage of affordable housing is the fact that shelter's are bursting at the seams.

As housing costs rise, many families who had homes end up getting priced out.
"It is an affordable housing crisis," Salvation Army Director Deronda Metz said. "It is a crisis, and I'm glad we're saying that because that's what it is."
The Salvation Army's Center for Hope is full -- it's designed for 320 people. But, more than 400 women and children are living there because they can't afford a permanent home.
