CATS bans failing to keep dangerous riders off transit, reports say

CHARLOTTE — Records reveal that CATS bans are not keeping dangerous riders off buses and trains.

According to the Charlotte Observer, over a dozen riders who were banned in 2025 were banned again for another offense during periods when they should not have been using buses or trains.

CATS said there have been challenges enforcing the bans due to the tens of thousands of people who ride the system every day.
