CHARLOTTE — The Charlotte City Council voted Monday voted against holding referenda this year on staggered, four-year terms and an extra district member.

A motion to defer the item also failed.
The Charlotte City Council will have to start the discussion over again from scratch if city leaders ever want this in the future.
