CHARLOTTE — A man who police said fired a shot during a domestic dispute, then barricaded himself inside an apartment for hours, finally surrendered to police overnight.
Charlotte-Mecklenburg police told Channel 9 it all started around 10 p.m. at the Cadence Apartments along NC Music Factory Boulevard, just outside uptown.

According to investigators, the couple got into an argument when the man, identified as 35-year-old Robert Rios, fired a bullet into the floor. The woman got out safely, but Rios refused to come out of the apartment, CMPD said.
A SWAT team was called to the scene and they used a flash-bang before Rios eventually surrendered peacefully around 3 a.m.
He was arrested and was charged with aggravated assault with a gun, aggravated assault on a female, discharging a firearm to enclose or incite fear and communicating threats.
