CHARLOTTE, N.C. — A Charlotte man who has angered neighbors by standing in his doorway naked has been charged several times for indecent exposure, and in most of those cases, the charges were dismissed, according to court records.

People living on Osage Circle showed Eyewitness News pictures and video of the man standing in his doorway without clothes on. They said he has done it frequently.

The man was charged in 2005 with indecent exposure while living in another neighborhood.  He pleaded guilty to that charge and was sentenced to 10 days in jail.

But after he moved into the neighborhood off North Graham Street, the neighbors complained to police that he was doing it again.

Neighbors said he had exposed himself to them and two reports from 2012 said neighbors told police the man was outside, completely naked and police did charge him with indecent exposure, according to a 2009 police report.

Those charges were dismissed, according to records.

The court files have been destroyed and prosecutors could not say why they were dismissed.

Eyewitness News tried to contact the man but no one answered the door at his home.

A defense attorney who studied the issue said neighbors could turn to a civil statute and try to have the man declared a public nuisance who is "obnoxious to his neighbors."

"Can they go for an injunction and get this behavior ceased? I think that would be an option," said attorney Mark Jetton.
