NORTH CAROLINA — A high-risk group, once a priority on the COVID-19 vaccine list in North Carolina, was moved even further down the list.
In January, the state moved adults with Down syndrome below frontline essential workers.

“They gave us no reason,” one mother said. “So that’s very frustrating as parents.”
