YORK COUNTY, S.C. — Police charged a man with animal cruelty after they found a dead dog with a rope around its neck.
Monterius Wilmore was arrested after police said he was standing outside near several emaciated dogs off Westwood Drive.
Police said they found marijuana, a cellphone and a box cutter on him.
Animal Control took three dogs and the body of a fourth dog.
