ROWAN COUNTY, N.C. — On Monday, a man from Rowan County is accused of poisoning his neighbor's two dogs.
Rocky Rose is charged with animal cruelty on Monday night, police say.
Deputies said he told them he could not go outside because his neighbor's dogs barked.
The neighbor said he saw his dogs near Rose's fence last week.
The dogs died from antifreeze poisoning two days later.
