CHESTER COUNTY, S.C. — UPDATE Monday, Nov. 17: Derrick DeAngleo Dixon turned himself in before noon Monday. The investigation is still ongoing and more arrest may arise.

A teenage gang member was arrested in connection with the killing of a Chester councilman, according to Chester County Sheriff Alex Underwood.

Christopher Moore, 18, has been charged with murder. Quinton McClinton, 25, was charged as an accessory to a felony.

Underwood said the weapon used to kill Odell Williams was an assault rifle and added that there is evidence the attack on Williams happened at an intersection.

The gang involved in the killing is called RTC, which stands for Round Tree Circle -- where the shooting happened, Underwood said.

Underwood said he and his office have received threats from gang members following the killing. The sheriff said he is personally declaring war on gang members, but he did not say if the slaying was gang related.
