ROCK HILL, S.C. — Rock Hill leaders have made it a mission for years to try and spur more development on the city’s south side. A new project was unveiled this week that they hope can pave the way for the area’s revitalization.
Developers intend to bring a project called Three Points at South End to a site at Albright Road, Heckle Boulevard and Saluda Street. The project is being led by Vincent James and his organization, Impact Change. James is working with Rock Hill-based Warren Norman Co. and Jonathan Meeks, a former NFL player and Rock Hill native, on the project.

Three Points at South End calls for the development of an anchor grocery store of 19,504 square feet. It also calls for the establishment of the roughly 15,000-square-foot B.E.L.L. Incubator for Economic and Social Impact, which will focus on development and education, business and innovation, leadership development and training, and workforce housing. Two commercial outparcels at the project are being targeted for restaurant uses of around 3,200 square feet each.
