Critics have said the state can't afford to keep cutting into its revenue in this economy.
Earlier this month, the House passed a $5.3 billion spending plan for 2011-12 that closed a $700 million budget shortfall. It relied on the state's increased cigarette tax, reserves and cuts in Medicaid rates to help do that.
