WASHINGTON — In a statement Sunday, the liberal Citizens for Responsibility and Ethics in Washington said the Constitution's foreign emoluments clause "prohibits Trump from receiving anything of value from foreign governments, including foreign government-owned businesses, without the approval of Congress."
