COUNCIL BLUFFS, Iowa — An Iowa woman was arrested Tuesday after leaving two young children, ages 2 and 4, inside a freezing cold car for 45 minutes while she applied for a job, police said.
A passerby in Council Bluffs noticed the children, who were dressed in light clothing, in the parked car with its engine off and a window down and called police, according to KETV.
Morgan told KETV she removed both children from the car and warmed them up in her vehicle until police arrived.
"We were at Party City, and we happened to walk out, and we see this little boy just standing in the back seat, and the windows cracked," Jennifer Morgan said.
The temperature at the time was around 5 degrees with wind chill factors making it even colder.

Officers waited until Stephany C. Moses, 25, returned to the car from a shoe store where she said she was looking for work and arrested her.

The children were placed in protective custody with the Iowa Department of Human Services.
