EAST CHARLOTTE, N.C. — Heavy snow across North Carolina has left thousands of homes and businesses without power, including one neighborhood in east Charlotte.
Another issue Channel 9 witnessed in the area Monday morning was malfunctioning traffic lights at busy intersections.
