CHARLOTTE, N.C. — Police said the judicial system released teens on electronic monitors, and they ended up committing murders.

Now, one of the judicial officials at the center of the controversy is stepping down.
Chief Magistrate Khalif Rhodes has been under fire for changing the bail policy at the Mecklenburg County Jail.
Critics believe the change has made it too easy for accused criminals to get out and commit more violent crimes.
