North Carolina State House District 95 covers Iredell County, including Statesville and surrounding communities.
Richard (Todd) Carver (R)
Why are you running?
I am running to continue my service to the citizens of Mooresville and southern Iredell County. I have spent my entire adult life serving this community as a law enforcement officer, school board member and now as the state house representative. I have built a reputation as someone who delivers prompt and professional constituent services. People may not always agree with my response, but they know I will be honest and work in their best interest.
Are you in favor of the three constitutional amendments on North Carolina’s ballot? Why or why not?
I do support the three amendments. Home ownership is the most critical investment most of us will ever make. We have to do everything possible to ensure the home you worked and paid for is the home you get to pass along to the next generation. It breaks my heart to hear people talk about being priced out of their homes due to increasing tax bills. I support increasing the homestead exemption to allow more seniors to qualify for this important program. Capping the state income tax will ensure if a future General Assembly wants to raise your taxes they will need to come back and explain it to the voters. Providing an explanation of what your tax dollars are going to be used for seems reasonable to me. And finally, voters have voted time and again to require proof of identification for voting, this just extends it to voting by mail.
What should the state do about data centers?
We have already taken some of the action that needed to be done with respect to data centers. I do not believe they should be receiving tax incentives or breaks in order to attract them to North Carolina. They should be required to pay their fair share of the burden and not pass those expenses along to the communities where they reside. Some communities have found ways to coexist with data centers, that should always be a local decision on where best to locate these industries.
CMS has faced numerous controversies over the past month, what, if anything, should state lawmakers do?
This has now become a law enforcement issue. There are several agencies investigating who have the legal authority to bring charges if evidence leads those agencies to that conclusion. At this point, the NC General Assembly should allow that process to unfold without political influence.
What legislation will you pursue to bring down costs?
We have already taken steps to reduce costs for North Carolina consumers. We took action to reduce the future costs on energy providers by removing some of the green new deal policies which were artificially handcuffing energy providers. I look forward to working with the Treasures Office to further control health care costs and work to get the Medicaid reimbursement rates down because those are paid by NC taxpayers.
What sets you apart from your opponent?
The difference between myself and my opponent is experience. My opponent is not a bad guy, I believe he is a good person. The difference is I have spent my adult life serving the people of Iredell County. I have answered the citizens calls; I have driven to their homes and discussed the issues they are confronted with. I look forward to continuing to work on behalf of the citizens of the North Carolina 95th House District.

Why are you running?
This is not a democracy if we don’t have multiple candidates running. I am running to support honesty, integrity and transparency, which is sorely lacking today.

Opposed - all three attempt to restrict the ability of citizens to legally vote.
What should the state do about data centers?
We definitely need more study in this area, we need respect the rights of land owners, but also those neighborhoods they will be moving into and affecting.
