YORK COUNTY, N.C. — The York County Council this week voted against extending utilities outside the urban service boundary for Jacksonville-based Dream Finders Homes’ (NYSE: DFH) York Farms project.
The urban service boundary marks the conceptual maximum area served by water, sewer, and major public facilities.
York Farms is planned on a 265-acre parcel at 845 Paraham Road S. Dream Finders doesn’t currently own the land but has the property under contract, York County Council documents show. The land in York is owned by Scottsdale, Arizona-based Walton Global, records show.
The extension would have allowed Dream Finders to use public water and sewer services for York Farms.
Council members voted Oct. 19 against the extension to uphold the urban service boundary and over concerns about the project’s traffic impact.
The council also cited the upcoming comprehensive plan review in York County later this year as a reason to deny the request. The urban service boundary will be reconsidered during that review.
“The question is, are we just going to arbitrarily ... move the USB when we have the comp plan coming up,” chairwoman Christi Cox said. “I don’t think that makes sense. I think we should have the discussion publicly.”
It’s unclear whether Dream Finders will continue to pursue the project in light of the denied utility extension. It did not respond to requests for comment on this story. Development details such as home sizes and a construction timeline were not available in county documents.
Dream Finders entered the Charlotte market in 2023. It anticipates delivering nearly 1,000 homes a year in the market in 2028, previous CBJ reporting shows.
Its most recent local project is a 163-home community in Denver, just east of N.C. highways 16 and 150. It anticipates homes being available for purchase in fall 2027.
Dream Finders ranked No. 13 on CBJ’s list of the largest homebuilders in the Charlotte area by local starts in 2025. It does business across the Southeast and in Colorado and Arizona.
