The chief pulled up alongside 21-year-old Amilleo Mingo and they were talking through the car window when Mingo reportedly jumped through the window into the car, bit and hit Haynes.
The two rolled out of the car onto the road and a bystander managed to grab Mingo and helped the chief put handcuffs on him.
Mingo was lying in a ditch when the county sheriff showed up.
Haynes was injured and taken to Piedmont Medical Center in Rock Hill.
