Teen accused of exposing himself to girls in Concord

CONCORD, N.C. — Police arrested a teenager after they said he exposed himself to a group of high school girls as they walked home from their bus stop.

Police said the teen, identified as 17-year-old Billy Ray Shinn, did not go to jail willingly.

The girls said Shinn stepped out of his Concord apartment when the school bus stopped in front of the apartment complex. According to the girls, Shinn stood in front of them naked as they walked home.

“It’s kind of shocking, just like, ‘Is he really outside naked?’” said one of the victims.

The girls, ages 16, 15 and 13, said they and their parents were scared. One of the victims agreed to share her story if her identity was protected.

“It’s kind of scary because it’s a grown man standing outside naked,” she said. “Like, he didn’t touch anybody now, but what if they leave him home alone again?”

According to the police report, when officers arrived to arrest Shinn, they had to force their way into his bedroom because he had barricaded the door.

Residents of the neighborhood where Shinn lives said Tuesday’s incident was not the first time he has been seen walking around outside without clothes on.

One 13-year-old girl said that she caught a naked Shinn last month following her as she walked around the block.

“They shouldn’t have to worry about another teenager exposing himself or anything of that nature,” said Nancy Olivera, a parent who lives in the community.

Olivera said her daughter ran home crying after getting off the school bus Tuesday.

“She ran home, locked herself in. (She) wouldn’t even walk the dog and she called me hysterically,” Olivera said.

Shinn’s parents would not answer the door at their home Wednesday.

Employees of the Cloisters Apartments deferred to the corporate office for comment on the situation. Calls to the corporate office were not answered.

Police arrested Shinn and charged him with indecent exposure and resisting arrest.
