YORK COUNTY, N.C. — The York County Council approved a new animal control law on Monday evening.
The ordinance bans pet owners from using a tether as the main way of controlling an animal. It also requires owners to spay female cats and dogs housed outside.
The ordinance takes effect officially in February.
