Bar Manager, 3 Others Charged In Drug Investigation

LANCASTER COUNTY, S.C.,None — A bar manager and three others face drug charges after an investigation in the sale of cocaine and other substances at a Lancaster night club. Deputies also seized approximately $3,000 worth of illegal drugs.

A narcotics investigation at Good Time Charlie's on West Meeting Street led to the arrests of Rico Green, 35, Dyvone Jowers, 47, and Derrick McIlwain, 36, all of Lancaster, and James Nicholas Starnes, 30, of Charlotte, according to a release from the sheriff's office.

Deputies arrested Green and Jowers at a traffic stop while leaving the bar. Deputies seized crack cocaine, powder cocaine, marijuana and a handgun during the stop. They learned that Green and Jowers had purchased the cocaine from someone at the bar, the release states.

Lancaster County Drug Task Force investigators returned to at Good Time Charlie's and arrested McIlwain after deputies seized crack cocaine from his vehicle.

Investigators then searched the bar and found, cocaine, marijuana and a handgun. Starnes, the bar manager, was arrested and charged with trafficking cocaine, possession with intent to distribute marijuana, possession of a firearm during the commission of a violent crime, and possession of a controlled substance.

Green was charged with trafficking cocaine, possession with intent to distribute marijuana, possession of a firearm during the commission of a violent crime and possession of a firearm by a person convicted of a violent crime.

Jowers was charged with trafficking cocaine, possession of a firearm during the commission of a violent crime

McIlwain was charged with possession of crack cocaine.

All four are being held at the Lancaster County Detention Center: Green on $550,000 bond, Starnes on $525,000, Jowers on $175,000 bond and McIlwain on $25,000 bond.
