ROCK HILL, S.C. — A family is suing the city of Rock Hill saying that faulty utility lines caused a sewage backup in its basement.
Randi Pennell told the Herald that he has been asking the city for reimbursement money for two years.
Pennell said the sewage sat in his family's basement for 20 days, unleashing harmful bacteria.
He said he spent at least $40,000 to clean it up.
