SLED shares police report that led up to officer allegedly shooting, killing man

GEORGETOWN COUNTY, S.C. — The South Carolina Law Enforcement Division is sharing a police officer’s incident report after she allegedly shot and killed a man on Feb. 6 in a small South Carolina town, WPDE reports.

Former Hemingway police officer Cassandra Dollard, 52, is charged with voluntary manslaughter and her bond was set at $150,000. The victim was Robert Junior Langley, 46, according to the Georgetown County coroner.

According to the report, Dollard wrote that on Feb. 6 between 1 and 1:30 p.m., she saw the driver of a silver vehicle fail to stop at a stop sign at an intersection, WPDE said.

According to WPDE, the report stated that she turned on her police lights and tried to catch up to the vehicle. She did catch up, but as she started to notify dispatch of the traffic stop, the driver drove away, according to the report.

Dollard stated in the report that the driver sped away and then failed to stop for a red light. The chase continued into Georgetown County, WPDE reported.

At times, according to the report, the driver did slow down as if he was going to stop or turn but then would accelerate, WPDE said.

At an intersection, the driver tried to make a left turn but couldn’t because of how fast he was driving, according to the report. The vehicle left the road and crashed headfirst into a ditch, according to the report.

The remainder of the incident report was redacted by SLED, according to WPDE.

WPDE reports that according to the Computer Automated Dispatch (CAD) report, the chase began at 1:26 p.m. and 23 seconds and ended at 1:33 p.m. and 24 seconds. The call for “one shot fired” came in at 1:33 p.m. and 54 seconds.

According to the CAD, Dollard was performing CPR when EMS arrived at 1:47 p.m., WPDE said.

WPDE reports that according to records from the SC Justice Academy, Dollard started at the Williamsburg County Detention Center in 1992 and then worked over the years with Johnsonville Police, Lake City Police, the South Carolina Department of Public Safety (as a State Transport Police officer), the Saint Stephen Police Department, and then the Hemingway Police Department.

WPDE said she started with Hemingway on Sept. 30, 2021, according to the records.

According to her record, she was fired from SCDPS on Sept. 11, 2014, for violating agency policy, not involving misconduct, WPDE reported.

From the information in the record, WPDE reported that she violated agency policy in the following manner: “Willful violation of rules, regulations, policy or procedure; improper conduct/conduct unbecoming a state employee and negligence in the performance of duty.”

She was also terminated from her job with Johnsonville Police on April 5, 2002, for “poor performance,” WPDE said.

She sued the State Public Safety Department in 2017 on allegations of racial and gender discrimination as well as retaliation, WPDE reports. The lawsuit said Dollard fired her service weapon in November 2014 while on duty to protect herself from two dogs. The suit said she was fired 20 days later following an investigation. Court documents show the lawsuit was settled and dismissed in 2018, WPDE said.
