Bars, casinos discussed at zoning meeting for Panthers HQ in Rock Hill

ROCK HILL, S.C. — Rock Hill city leaders talked about a $200 million game-changing plan for a Carolina Panthers team headquarters on a tract of land next to Interstate 77.

The state Commerce Department estimates the total economic impact of the training facility and headquarters could reach almost $4 billion in 15 years, which would create jobs and transform the area.

There's still a lot to work before what should be a final City Council vote next month.

Most of it hinges around the land use development plan, such as the size of signs and parking spaces.

Officials also have to hash out what can go into the mixed-use development, which will include residential homes, retail and entertainment venues.

The Panthers are asking for zoning that would allow them to have bars open past 2 a.m. and casino and gaming establishments, which are banned under state law.

Panthers COO Mark Hart said they want to be proactive in case things change.

"Sports betting and gaming is a rapidly evolving arena," Hart said. "We are going to study it."

Allowing tattoo shops and cigar bars at the location was also discussed, but there are no plans for those in the works.

"I think you have to throw every idea out there, have great vision, great opportunity and put everything out there that, upon further examination, you may have to pull back on a little bit," Hart said.

The City Council wants to address the timing of traffic projects.

A Rock Hill staff report said the developer is working with the state for a new interstate interchange, giving the project direct access from I-77.

The report said the state is in the process of conducting a traffic analysis for the project.

"Everybody wants this project," Hart said. "They see the opportunities."

The Panthers are looking to close no later than March 2020.
