Channel 9 General Election Guide: North Carolina state House candidates

CHARLOTTE — Ahead of the general election on Nov. 8, Channel 9 is asking candidates in several local races why they’re running and what they hope to accomplish if elected. We sent five questions to all candidates contending for the North Carolina state House in local races and asked them to respond in about 100 words.

Voters will elect representatives for North Carolina’s House and Senate. Republicans are attempting to take back a supermajority. Republicans need to pick up three seats in the House and two seats in the Senate to be able to override a veto by Governor Roy Cooper.

Locally, a dozen House seats have contested races this fall, including several incumbent Democrats who will look to hold on to their job and the party’s balance of power in the state.

Below are the complete, unedited responses of each candidate who chose to participate.

District 88

Mary Belk (D)

What is the top priority for your district? In my district, I have some of the top performing public schools in the state and some that have to close classrooms occasionally because of teacher shortages, and the thing that separates them is mostly the resources their families and communities can afford to devote to their children’s education.

State funding for education based on the Leandro model would increase funding for school support staff like counselors, teacher assistants, and nurses, while recognizing that schools with low income families need increased funding for instructional support and licensed teaching professionals to make up for the lack of other community resources.

Are you in favor of Medicaid expansion? Yes, NC taxpayers have been subsidizing Medicaid expansion in other states for a decade. It’s past time for us to allow this federal program to return North Carolian tax dollars to NC. Unwell adults can’t work and sick children can’t learn. Our refusal to join the 38 states that have expanded Medicaid is fiscally irresponsible and counterproductive to our economic well being.

What is your position on abortion? Politics and government should not play a role in the question of whether a person gets an abortion. The decision to get an abortion is a deeply personal one that a woman needs to make in consultation with her doctor and those she chooses to trust. It is not a decision that politicians should make on behalf of anyone, because it is not a decision that is up for public debate.

Should North Carolina legalize mobile sports betting? If we can reach a compromise with sports betting companies to collect enough taxes to guarantee North Carolina is able to afford the negative consequences of increased access to gambling, and the companies are willing to take steps to identify and provide support for users who show signs of problem gambling, then I am open to legalizing mobile sports betting in NC.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Yes, the voters of Charlotte should be able to vote to increase sales taxes for transit, but that would be unnecessary if the Republican led legislature would follow the national standard for funding transportation infrastructure projects.

The Federal government will pay for half of the Silver Line if state and local sources commit to their half of the funding first, but, by law, the NCDOT cannot commit funding to projects unless the local and federal government commit their funds first. It’s a purposeful Catch-22 the Republican majority created to hamstring light and commuter rail projects across the state.

Terry Brown Jr. (D)

What is the top priority for your district? I am honored to represent one of the most diverse districts in Mecklenburg County. There is no “one size fits all” top priority but some of the issues I hear the most from my constituents:

Education- I will continue to listen to my constituents & educators & introduce legislation reflective of their concerns such as HB420 (funding teacher’s assistants to increase literacy rates) & HB475(restore teachers masters pay).

Infrastructure- With the growth of Steele Creek and Pineville our roads have been under increasing stress. I will continue my work with NCDOT on investments to Southwest Meckelnburg’s infrastructure including protecting cyclists

Investments- I will continue to listen and ensure the General Assembly and our state partners invest in the individual, by prioritizing workforce development & growth for our small businesses and increasing mental health resources.

Are you in favor of Medicaid expansion? Yes. Real Medicaid expansion is crucial to not just ensuring the overall health of North Carolina but will have a real economic impact on Mecklenburg County and North Carolina as a whole.

What is your position on abortion? Reproductive care should be safe and accessible. The first priority should be the health and safety of the woman seeking reproductive care and all decisions should be between a woman and her doctor. I believe that we should return to the protections previously afforded by Roe v. Wade and they should only limited in rare and extreme situations.

Should North Carolina legalize mobile sports betting? Yes. This presents North Carolina the opportunity to have an additional stream of revenue and protect residents who are already engaged in online betting.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Modernizing and expanding our transit capabilities and infrastructure, is critical to the growth of our region. However, the financial onus should not fall solely on the tax payers. The State and City of Charlotte must also agree on a mutual investment. That being said, the voters should and must ultimately approve any sales tax increase to fund transit.

What is the top priority for your district? My top priority for my district is as follows:

Education (Increasing our school ratings) and fin

Neighborhood Safety A healthy balance between policing and the safety of our neighborhoods

Are you in favor of Medicaid expansion? I am in favor of medicare expansion as long as certain measures and checks a balances are in place.

What is your position on abortion? My position on abortion is that it is a persons choice what they do with their bodies within reason.

Should North Carolina legalize mobile sports betting? Nc should definitely legalize mobile sports betting. It would bring so much revenue in for the state.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Abolutely. The new transit has to be paid from somewhere. It is an investment for all of us for the betterment of us. As long as the tax hike is within reason of not making the cost of living go up extremely high.

District 98

John Bradford III (R)

What is the top priority for your district? Right now, we’re facing tough economic times, driven by high inflation and a federal government that’s focused on spending our tax dollars and forcing us deeper into debt. Inflation is a regressive tax that impacts everyone. Inflation is no longer just about gas prices but it’s also impacting the ability to place food on the table. Every year that I have served in office I have led the effort to lower taxes so hard-working families can keep more of their hard-earned money.

Are you in favor of Medicaid expansion? I support Medicaid expansion along with a clear plan to ensure NC is proactively saving money for the future in case the federal government ever stopped their subsidized funding levels. Healthcare access for those who need it the most is incredibly important to me. NC must make sure it has the financial resources to cover any unforeseen changes in the federal funding level so that people do not lose immediate access to their healthcare and NC taxpayers do not have to pay the bill.

What is your position on abortion? I support NC’s current law which provides a woman’s choice up to 20-weeks. This has been NC’s law since 1973 and, notably, is longer than many other states and countries which have time limits on lawful abortions. After 20-weeks, I support special exceptions for cases such as when the mother’s health is in danger, rape or incest. Unlike my opponent, I do not support unrestricted abortions through full-term, also known as ‘until viability’. Most Americans agree that reasonable time limits for a woman’s choice are acceptable and do not support unrestricted full-term abortions.

Should North Carolina legalize mobile sports betting? Yes, and I already supported this effort during our current legislative session. Many people are already sports betting from their phones and are getting around the laws by using the physical address of second residences or addresses of friends and family. With the large professional sports scene that we have in Charlotte, it makes business-sense to provide these venues an ability to lawfully facilitate and manage the sports betting process. Furthermore, sports betting can create an additional stream of revenue for NC which helps us from becoming more dependent on income tax and sales tax.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? There needs to be regional collaboration, including all the towns and counties surrounding Mecklenburg County, to discuss the strategy and future of transit. I represent North Mecklenburg which includes Cornelius, Davidson and Huntersville. I am ready and willing to support whatever consensus decision is reached between these three Towns by passing the same resolution formally requesting my support. If, in fact, they ultimately ask for my support then I believe a referendum should be the way it’s administered so the final decision remains with the people and not the politicians.

What is the top priority for your district? The towns of Huntersville, Cornelius and Davidson have grown significantly. Our roads and schools are bursting at the seams. We need to fully fund public schools so we can add more schools, educators and staff to support our children’s needs. We also need to ensure that our infrastructure is adequately funded, so we can build roads and bridges without getting into a 50 year contract with a foreign company.

Are you in favor of Medicaid expansion? As a cancer survivor, I know all too well the expense that comes with life saving procedures. North Carolina should absolutely expand Medicaid to provide coverage for the 600,000 North Carolinias without access to healthcare.

What is your position on abortion? Abortion should stay safe and legal in North Carolina. The government should not come between a woman and her doctor.

Should North Carolina legalize mobile sports betting? I support mobile sports betting for the benefit of increased revenue it will bring to the state.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? North Carolina is a Dillon Rule state - meaning the NCGA has to approve all actions taken by local government. I support allowing municipalities to make decisions for themselves and to able to put that decision to the voters.

District 99

Michael W. Anderson (R)

What is the top priority for your district? As I have gone door-to-door to over 8000 houses, the top issue for residents in District 99 is rising crime in our neighborhoods. Gun violence, sex and child trafficking, assaults, break-ins... people want to live in safe communities. As a husband and father of six children, this has been a top priority for me, and both the Charlotte-Mecklenburg Fraternal Order of Police and the North Carolina Fraternal Order of Police have endorsed my candidacy for NC House District 99 rather than the incumbent. The residents of District 99 need someone who will take this issue seriously.

Are you in favor of Medicaid expansion? Generally speaking, entitlement programs place a large burden on and jeopardize the well-being of future generations. It’s important to continue to provide the benefits to demographics which are most in need (particularly assistance for the elderly and those with special needs, such as people on the autism spectrum who may receive benefits under Medicaid). We should audit the system so that we know where the money is going, be laser focused on those with the greatest need, and work to find alternative solutions where possible in an effort to shrink expensive entitlement programs.

What is your position on abortion? Every single person has value. Our country has not always lived up to the promises of freedoms made in our founding documents, and when we have fallen short our country has suffered greatly for it. The Declaration of Independence states, “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty, and the pursuit of happiness.” The right to one’s own life is fundamental and every effort to save innocent life, including the life of a child in the womb, should be made.

Should North Carolina legalize mobile sports betting? I would need to research this issue more. Gambling typically provides substantial revenue to the state and to casinos and a lot of negatives to the community (addiction, crime, bankruptcy, broken families, etc.). Some people will certainly argue that we should have the freedom to gamble any way we want - do what you want with your money. I’m generally in favor of less government regulation and intervention. However, part of government’s job is to regulate behaviors we may be inclined to do, but which are harmful to other people. Problems associated with gambling have a long history of being very detrimental to families, children, and communities. I would be happy to hear proponents of both sides of the issue make their most compelling case, however. It’s a conversation worth having.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Increasing taxes paid by all citizens should not be done by referendum. Oftentimes, referendums appear at the end of ballots and voters are asked to make a Yes/No decision without the benefit of complete information for how money will be used, how much it will cost the individual, how it will affect the economy, etc. Currently, the General Assembly is tasked with raising and lowering taxes and it makes a lot of sense for our elected representatives to do so.

Nasif Majeed (D)

What is the top priority for your district? Medicaid Expansion.

Are you in favor of Medicaid expansion? Yes. It would bring about $168 million in state and local taxes gained by 2025, largely from the creation of some 83,000 jobs, many of them rural.

What is your position on abortion? I support the current North Carolina Laws.

Should North Carolina legalize mobile sports betting? Yes. It would curtail significantly criminal syndicate operations.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Yes.

District 100

Carolyn Logan (D)

What is the top priority for your district? To make sure that everyone has quality affordable living

Are you in favor of Medicaid expansion? Yes. I am in favor of people having Medicaid expansion, NC is already sending money to other states, it is time for that money to come back to N.C.

What is your position on abortion? I believe a woman’s right to choose is between her and her doctor.

Should North Carolina legalize mobile sports betting? North Carolina has grown in the development and success of professional sports throughout the years, if this what the people of North Carolina want to enhance their sports entertainment, I will not stand in the way.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Yes. I would support giving Charlotte the authority to ask voters for a sales tax referendum for transit.

Steve Mauney (R)

What is the top priority for your district? As with most districts ‚especially here in the metrolina area, Crime! We have to regain some form of safety in our neighborhoods. I’m very concerned about our educational system. We seem to keep pouring money into a failed process. With funding at historic levels, results are abysmal at best.

Are you in favor of Medicaid expansion? Tell me how we are going to pay for it, without raising taxes.

What is your position on abortion? I have a different perspective than most. I retired after 30 years of being a Paramedic. I have delivered 2 premature babies. There is no way you can ever convince me that third trimester abortion is nothing but murder. I think core value is I’m pro-life. But I’m also a realist. Before I would ever vote against abortion, I want to know what happens after the vote.

Should North Carolina legalize mobile sports betting? To be honest, I really don’t know the details of the proposed legislation but, there are several of the sponsors and co-sponsors that I think very highly of so I would lean favorably until I learn about it.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? I’m fine with the idea but with the climate that is in Raleigh and the lack of relationship between CLT and “Raleighwood”, I doubt it will happen. I hope I’m wrong but, I don’t think I am.

District 102

Becky Carney (D)

What is the top priority for your district? There a many issues facing our community;; among those are Education, Healthcare Access, Economic Opportunity for All, and Infrastructure needs.

Are you in favor of Medicaid expansion? YES! I have watched for ten years NC taxpayers continue to send their tax dollars to the Federal government to support Medicaid expansion in 39 other states plus DC. None of that revenue has come back to NC. Medicaid Expansion is long overdue in NC.

What is your position on abortion? I support a woman’s autonomy to make her own decisions concerning her healthcare and reproductive rights.

Should North Carolina legalize mobile sports betting? When properly implemented, it will generate additional revenues for NC.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Yes. I support the legislature granting Charlotte the authority to ask voters for a sales tax referendum for transit. Let the voters decide.

Cynthia Clementi (R)

What is the top priority for your district? Safety. I was assaulted uptown last July in the middle of the day. My signs says it all Feel Safe Again!

Are you in favor of Medicaid expansion? I will not vote yes on anything that raises taxes for citizens in my district.

What is your position on abortion? I’m Pro life, except in cases of rape, incest, or mothers life is endangered.

Should North Carolina legalize mobile sports betting? No comment

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Again , with families struggling to buy food and gas with this high inflation, I will vote no on anything that will increase taxes in my District .

District 103

William Brawley (R)

What is the top priority for your district? Inflation and the economic insecurity it causes is the top issue. Schools that are safe and provide a quality education is a close second. While schools in 103 are very good, the Observer reports that less than 10% of CMS grads are college ready and most are not job ready. We can’t accept so many students not being educated. Concern about crime is also high. Currently, there are 150 indicted murders awaiting trial (per FOP), many of whom may be released due to delays in holding trials. We must reopen our criminal courts.

Are you in favor of Medicaid expansion? I am in favor of health care for all North Carolinians. That may include the Governors version of Medicaid expansion, the Senate version of Medicaid expansion, or something yet to be written in the House. I have learned a lot about healthcare provision in NC and there is room for improvement. I want to create a system that will be sustainable and will address quality and availability. Lack of insurance is not the only barrier to quality healthcare in NC and we need to work on all the issues.

What is your position on abortion? Current NC law should remain in effect.

Should North Carolina legalize mobile sports betting? Yes. The legislation must be well-crafted to protect minors.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? No. This is not the time to raise taxes on people who are already being hit with higher prices for everything and shortages of their basic needs in stores. We need to create a regional transportation authority for infrastructure other than roads. This regional transit expansion should receive funding through the Strategic Transportation Investments law at the state level. Mecklenburg has lost over $1.5 Billion in transportation funding that was in place in 2018 for current projects. We need that funding restored. Mecklenburg cannot be only a donor county.

Laura Budd (D)

What is the top priority for your district? My top priority is full compliance with the Leandro Court Order to provide a sound basic education that includes substantially raising teacher pay, adding teacher assistants back into classrooms, and allocating adequate funding to increase the number of social workers, school psychologists/ counselors, and school nurses employed by the school district.

Are you in favor of Medicaid expansion? Yes. Expanding Medicaid would cover over 500,000 North Carolinians currently going without health insurance, bring approximately $4 billion taxpayer dollars into North Carolina each year, and would create thousands of jobs as well as help rural hospitals remain open.

What is your position on abortion? North Carolina should codify Roe v. Wade affirming a woman’s right to make her own healthcare decisions without the interference of the government. The decision whether to bear a child is between the woman, her doctor, and if she is religious, her God. To limit a woman’s autonomy and control of her body is to treat her as less than a full citizen entitled to all the protections of the Constitution.

Should North Carolina legalize mobile sports betting? Maybe. If mobile sports betting is passed it will bring in millions in revenue to the State, but how and where those funds are allocated is the critical factor in determining the overall value legalized mobile sports betting will bring to the State.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? The legislature should give Charlotte the authority to ask the voters for the sales tax increase of $0.01. The proposed tax would raise half of the proposed $13.5 billion needed funds to expand the regional transportation system with the balance coming from state and federal funds. Too often the human cost of not having a good transportation system gets lost when we begin discussing the expense associated with investing in our public transportation system. A solid, reliable public transportation system improves the quality of life for those dependent upon it as well helps address climate change. (Transportation is now the largest source of greenhouse gas emissions in North Carolina.)

District 104

Brandon Lofton (D)

What is the top priority for your district? The top priority confronting my district and our state is our economy. Families are facing rising costs while our schools and police departments are grappling with staffing shortages. I have sponsored legislation to reinstate the Child Tax Credit, the Earned-Income Tax Credit, increase subsidies to help lower childcare costs and increase funding to recruit and retain teachers and police officers.

Are you in favor of Medicaid expansion? Yes. I have cosponsored legislation to expand Medicaid because hundreds of thousands of North Carolinians fall in the coverage gap and lack access to affordable healthcare. We can help close this gap, help rural hospitals and help lower costs for everyone by expanding Medicaid.

What is your position on abortion? I believe women should have the right to make their own healthcare decisions and control their bodies. I support codifying the protections found in Roe v. Wade. I have voted against efforts to undermine these protections.

Should North Carolina legalize mobile sports betting? Yes. I have voted to legalize mobile sports betting in North Carolina. We need to properly regulate and structure this activity in our state.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Yes. Charlotte is a rapidly-growing city. We need to make investments now to help protect our region’s quality of life moving forward. That includes funding our 2040 Comprehensive Transit Plan. Holding a referendum will allow voters to weigh in on this priority and decide whether to support this priority with a sales tax increase. I strongly support bringing these questions to voters.

District 105

Wesley Harris (D)

What is the top priority for your district? My top priority is making sure we get the infrastructure investments we need to grow without sacrificing our quality of life. This district is one of the fastest growing parts of Charlotte, but we are suffering the consequences with congested roads and overcrowded schools. I want to make sure we have the investments necessary so the growth increases our quality of life, and this area can continue to prosper. Aside from that I’ll continue to fight for investments in quality education and ensure a woman’s right to her own healthcare decisions.

Are you in favor of Medicaid expansion? Yes. It long past time we take the federal dollars available to us and expand healthcare coverage to over 500,000 North Carolinians. In doing so, we will ALL see the benefits as uncompensated care (whose costs are being passed on to everyone currently with insurance) falls and thus all our healthcare costs will fall. Preventative medicine is better, cheaper, and something we should be committed to provide for all our citizens in an affordable way.

What is your position on abortion? Abortion is an extremely private an emotional issue. I would like to see the standard return to what was allowable in Roe V. Wade. This decision should be between a woman, her family, and a qualified healthcare provider. Explicit weekly limits, with little to no exceptions for the unforeseen circumstances that many women could face, endanger the lives of mothers and prevent vital healthcare from providers who are worried about legal punishments from doing their job.

Should North Carolina legalize mobile sports betting? Yes. I was a strong proponent for this and worked hard to pass this last session and will continue to work to legalize this in our state. This is a practice that is already happening in many states and already happening here, but illegally (aside from NC Tribal lands). We can remove this practice from the shadows, regulate it, tax it, provide gambling help people are too afraid to seek now because it is illegal. This can help our state financially and bring more economic development to our state, particularly Charlotte.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Yes, but we do need to make sure that the State and Charlotte are on the same page with the transit plans and funding commitments first. Charlotte is a massive economic engine for the State, and it is in the best interest for the State to help make the investments needed to ensure Charlotte continues to grow. As Charlotte becomes more and more of a regional economic center, we need to think regionally about our growth and investments, and who pays for it. That requires all parties being at the table, which I will continue to work for.

Joshua Niday (R)

What is the top priority for your district? The top priorities in my district are an improved economy and fighting inflation, better educational outcomes, school choice, increased public safety, and roads.

Are you in favor of Medicaid expansion? Yes but any Medicaid expansion must include work/look-for-work requirements for the able-bodied. I believe the more people who are properly insured, the healthier people can be.

What is your position on abortion? I care about both the mother and the preborn child. I am pro-life. Government has a duty to protect human life, including life in the womb, from those who wish to do harm. I want to see the number of abortions that happen reduced. Our 20-week ban is too high, especially when, in comparison, all most every Country in Europe has restrictions on abortion ranging from 10-14 weeks. On exceptions, I obviously support exceptions to save the life of the mother and I would also support rape/ incest exceptions. I challenge the pro-abortion candidates to list the restrictions they support.

Changing the law, on its own, is not enough. I support pregnancy resource centers, which do so much to help women with unplanned pregnancies and I would take the budget surplus and create a program to help low-income pregnant and postpartum mothers with job placement, tangible items for the child, and more. I strongly believe we can reduce abortions, uplift mothers, and establish a culture of life.

Should North Carolina legalize mobile sports betting? Online/ mobile no, as that is tied to higher rates of gambling addiction problems. I do, however, support efforts to expand in-person betting in North Carolina.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Yes.

District 106

Carla Cunningham (D)

What is the top priority for your district? The top priority for District 106 is the Economy.

Are you in favor of Medicaid expansion? I am in favor of Medicaid Expansion.

What is your position on abortion? I support Reproductive Health Choice and the right of a woman to make autonomous decisions about her own body and reproductive functions.

Should North Carolina legalize mobile sports betting? I support mobile sports betting. Mobile Sports Betting should be legalized and regulated by the state. It’s another source for state revenue.

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? Charlotte should be allowed to ask the voters if the Charlotte Regional Transportation Planning Organization Board agrees and on board.

What is your position on abortion? Leave the Law at 20 weeks, stop all tax payer funding to support abortions, and bring a greater awareness to the creation of human life and that over 30,000 humans never are born in NC because of abortion.

Should North Carolina legalize mobile sports betting? Sports betting is time waster is not how you increase citizen wealth, NO!

Should the legislature give Charlotte the authority to ask voters for a sales tax increase referendum for transit? NO, transit needs to stand on its own with higher user fees or the reallocation of other tax revenues.

Tricia Cotham (D)

What is the top priority for your district? Ensuring that every resident has an opportunity for good paying job that can support and sustain a retiree, family, single parent, because food, childcare costs, gas prices, housing costs are rising. Advocating for access to quality healthcare, lowering prescription cost. Creating innovative policies that supports all students and fiercely protecting our democracy and elections.

Are you in favor of Medicaid expansion? Absolutely!

What is the top priority for your district? The top priority for House #112 is safe and adequate schools for all students and parents. The resources should be distributed equally to all in the CMS School system.
