NCDHHS releases findings on Union Co. DSS after abuse allegations

UNION COUNTY, N.C. — Channel 9 received North Carolina's review of Union County's Department of Social Services.

The county's Human Services Department requested the evaluation back in November after a former Department of Social Services worker was accused of handcuffing an 11-year-old boy to the porch with a dead chicken around his neck.

The state Department of Health and Human Services uncovered several areas that need improvement.
        
It highlights an absence of leadership because of the high turnover rate in social service directors.

The report also states a child welfare tracking system was never full established.

It also said that Union County did not gather all the information necessary to make informed decisions.

It found huge delays in seeing children who may be victims, incomplete interviews with those children, and a lack of follow-ups.
