FOLEY, Ala. — Gov. Roy Cooper has ordered all United States and North Carolina flags at state facilities to be lowered to half-staff until sunset on Nov. 2 in honor of Weddington native, U.S. Coast Guard Ensign Morgan Garrett.
Originally from Weddington, Garrett and U.S. Navy Lt. Rhiannon Ross of Wixom, Michigan were killed during a routine training flight from Florida on Friday.

Garrett was a 2015 graduate of Weddington High School in Union County. In 2019, she graduated from the Coast Guard Academy where she served as a regimental activities officer.
As a show of respect, people, businesses, schools, municipalities, counties and other government subdivisions are encouraged to fly the flag at half-staff.
On Sunday, the Navy identified 30-year-old Ross, an instructor pilot, and 24-year-old Garrett, a student aviator, as the two killed in Friday’s training aircraft crash in Foley, Alabama.
The U.S. Navy T-6B Texan II trainer aircraft they were in crashed in a residential area of Foley late Friday afternoon. No civilians were injured.
Garrett graduated from Weddington High School and officials at the school posted Tuesday: “Morgan always knew she wanted to serve her country and learn to fly a plane AND she did just that!”
The incident is under investigation.
