First responders were called to the Wendover Walk apartments on Wendover Road, where the woman had crashed through a fence and plowed into the corner of the building, according to police.
Before that, she hit two vehicles on Eastway Drive and did not stop, police said.
"I just heard a loud boom. It was almost like explosive," neighbor Zahria Richardson. "And I walked out and the car was in somebody's living room, our neighbor."
A witness said he first saw the driver on Central Avenue and The Plaza minutes before the crash.
"I saw this car just crash right into a CR-V, and knock into another car, hit them pretty hard,” said the witness, who didn’t want to be identified.
The witness decided to follow the car after it left the scene. He said he wanted to make sure police knew who was behind the wheel.
"I was behind her to try and get her license plate number," he said.
The witness said he fed information to police for nearly four miles from Central Avenue, down to Independence and eventually to where she crashed on Wendover and Marvin. He said the driver almost hit him.
"She just starts flying,” the witness said. “I'm talking, she was probably going 80 miles an hour, swerving in and out of cars, so I kind of backed off. I could see her off in the distance."
The witness said that moments later, the driver lost control and dropped 20 feet into the apartment complex.
The woman who lived in the unit said she wasn't home at the time, and she's now staying at a hotel because of the damages.
The manager at the apartment complex declined to comment because the crash is under investigation.
The woman had minor injuries.
No one was inside the apartment when the car crashed into it.
The driver was also arrested for two counts of hit-and-run.
